Converting a Foreign Driving License in Berlin

If you have moved to Berlin from outside the EU, your foreign driving license is generally valid for six months from the day you register your residence (Anmeldung). After this period, you must convert it to a German license (Umschreibung).
The 6-Month Rule
You can drive with your valid foreign license for 6 months. After that, driving without a German license is considered driving without a license, which carries heavy fines. If you plan to leave Germany before 12 months, you can apply for an extension, but most expats will need to convert.
Do I Need to Take the Tests Again?
Good News: Many non-EU countries have agreements with Germany that waive the theoretical and/or practical exams.
Annex 11 Countries (Privileged Nations)
If your license is from one of these countries (and you held it before moving to Germany), conversion is much easier.
- USA: Depends on the state. Many states (e.g., California, Texas, New York) have full or partial reciprocity. Check the official list.
- Canada: Generally no theory or practical exam required for Class B.
- United Kingdom: No exams required (post-Brexit agreement).
- Australia & New Zealand: Full reciprocity.
- South Africa: Theory likely waived, practical required (varies).
The "Umschreibung" Process
Here is the step-by-step process to convert your license:
- Translations: If your license is not in German (and not on the exception list like UK/general EU format), you need an official translation (ADAC or sworn translator).
- First Aid & Eye Test: Even for conversions, these are often required. The eye test costs ~€7 at any optician. The First Aid course is a one-day workshop.
- Visit the Bürgeramt/Führerscheinstelle: You must book an appointment for "Umschreibung einer ausländischen Fahrerlaubnis". Bring:
- Passport & Residence Permit
- Original Foreign License
- Biometric Photo
- Translation (if needed)
- Eye Test & First Aid Certs
- Fee (~€40-50)
- Wait: Processing can take 4-8 weeks. They verify your license with your home country.
- Pick Up: You exchange your old license for the German one. Your old license is usually returned to the issuing authority.
